Dear Sanju,
This is a great Query.
In any art, sport or anything to do with ability & practice one graduates from one level to the next level & so on so forth. Same holds good for Healing forms & modality.
Do you think anybody with the Reiki level three attunement (distance through internet or other methods; or hands on)within even a period of a year is master irrespective of even ability factor?
Its a title without much weight to it. It only means that you are capable of giving Usui Reiki level 3 attunements.
Now some Lineages have Usui Master Level 3 A and B resp. Here at level A one cannot attune but is empowered with the DKM symbol. At level 3B one is empowered & allowed to attune others. If this is done for proper graduation & to make one responsible then its good. But in most cases its to make money. While some do it for traditional reasons and this is acceptable & must be respected.
The Master word in healing arts like Reiki means a teacher with great experience, & some one who can be a great guide to others.
Grand Master is naturally one who is much higher than a Master.
If anybody is offering you a Grand Master degree for money & as a higher level, you certainly don't need it.
There are many Reiki & similar modalities that have a Grand Master level.
Personally I don't subscribe to it, its pure namesake.
However I will acknowledge a Usui Reiki level 3 Master with more than 10 years of experience, well read & one who has done a lot of healing, other achievements & moreover done enough to spread Reiki or likewise modality, A Grand Master.
Your benchmark can be something more or something less.
Thanks Sanjeev for a nice question. Like your activity on the forum
God Bless & Good Health.

Recently I have seen indications of Usui Reiki levels like 8 and 9 and Grandmaster levels like 12 and 13, with added symbols, and I would like to know more about them.

The Grandmaster levels are 5 through 18. They start with 5 because the main Usui Reiki levels can go up to 3 or 4 depending on how they are being taught. Each level has a symbol. Levels 5 & 6, then 7 & 8 should be called in one after the other, in pairs. Then the rest should be spaced out. The energies are supposed to have a flavor of chi kung energies as well as regular reiki.

Who is a grandmaster, with regards to Reiki?

Apparently, anyone who proclaims him/herself to be one. The titles "Grandmaster" or "Lineage Bearer" were not and are not in use in the Usui Shiki Ryoho, or Usui Kai as it is now called. Consequently this title was never passed on to Mr. Chujiro Hayashi as is currently believed in the west, which means that it was never passed on to Hawayo Takata, nor could it have been passed on to Takata's grand-daughter, Phyllis Furumoto. Yet Phyllis is claiming herself to be Grandmaster, Lineage Bearer, and rightful heir to the Usui system of "Reiki" -- as if anyone could claim soul ownership of Universal energy. However, this is her choice... so be it.

There's an interesting letter written by Carell Ann Farmer, who was the fourth Master initiated by Phyllis Furumoto, posted on the Web regarding the origin of the Grandmaster title. She was also present at the first Masters meeting in 1982 and at the meeting to form the Reiki Alliance in 1983.

As an aside; according to the Traditional Japanese Reiki teachings, Takata's Master/Teacher certificate was notarized in Honolulu and registered by Hayashi on February 21, 1938 and does not confer the title of Grand Master. It simply gives Takata the right to practice and teach the system in the USA. It in no way gave Takata control of the system. In any case, Hayashi was not Usui's chosen successor.
